Programs we offer at Wilson County Partnership for Children

NC Pre-K

2024-2025 NC Pre-K Application

NC Pre-K provides at risk four year olds with high quality educational experiences to enhance their school readiness. The NC Pre-K requirements are built on the National Education Goals Panel’s idea that to be successful in school, a child needs to be prepared in all five developmental domains that are critical to their well-being and success in reading and math. The five domains are: approaches to play and learning, emotional and social development, health and physical development, language development and communication, and cognitive development. The NC Pre-K program is required to meet the NC Child Care Rules. The NC Pre-K program also meets all 10 National Institute of Early Education Research Benchmarks (NIEER). Benchmarks include comprehensive Early Learning Standards; staff meet education/licensure requirements, professional development; 1:9 staff/child ratio; developmental screens and referral; evidence-based curriculum and formative assessments; monitoring and nutritional requirements.


To qualify for NC Pre-K, families must meet the following requirements:


  • Reside in Wilson County To be considered first.
  • Child must be four years old on or before August 31st of the program year in which the child will be served.
  • Must meet Income and other requirements


NC Pre-K classrooms operate on a 6 1/2 hour per-day program for 10 months per school calendar year. NC Pre-K sites must be a 4 or 5 stars licensed program. NC Pre-K sites in Wilson County include:

After going through the process my child started the program at Margaret Hearne Elementary School. The NC Pre-K program is a great program to start your child in. My daughter was placed at Kidsworld Learning Center under the NC Pre-K program. My daughter has learned so much since being placed in the program. Even though school starts at home, my daughter was not interested in learning. She knew her ABC’s and how to count to ten, but she could not recognize them when flashed to her. But oh, how things have changed! She not only knows her ABC’s, but she recognizes all 26 letters when flashed to her out of order. She knows numbers 1-20 when flashed, and knows all her colors and shapes. She evens knows what an octagon is at 4 years old. I am so proud of my baby, she is reading at 4 years old. She comes home so excited every time she gets a new book. There are two site words in each book, so far she has mastered the words: I, see, on, ride, play, and with. I think her teachers have done a wonderful job with her and I appreciate the work they do. My baby knows her days of the week and the months of the year. She has learned how to spell and write her name in which I am amazed because she has a long first name. She knows her address and both her parents first and last names. I am truly amazed at how fast and how much she has learned in such a short amount of time. It shows the teachers are really doing their jobs.

Jackie was 4 when she came to live in our home. We welcomed her into our family of 5 and became a family of 6. She has opened our eyes to many things and shown us the meaning of unconditional love.


Jackie’s little life has not always been easy. She has endured much pain and suffering in her short 5 years. Jackie was placed in foster care when she was around 1 due to abuse and neglect. She and her sister were placed together in a home while her biological parents worked on a plan to get their children back. While the girls were in care, their parents gave birth to a third daughter who was placed in a separate foster home. The girls remained in the Department of Social Services custody for about a year.


Jackie’s parents worked very hard and did eventually have all three girls returned to their home. Very shortly after getting the girls back, Jackie’s father was diagnosed with terminal cancer and their family started to fall apart again. Jackie’s mother was unable to care for the girls and her father was gravely ill.


In the spring of 2015, Jackie’s father had no choice to but to find suitable care for all three of his beautiful daughters. He asked our family if we would welcome her into our home and become the family that she so desperately needed. WE accepted immediately knowing that this was God’s plan for our family. Jackie’s sisters were placed with two other loving families, and they see each other on a regular basis but she still misses them. In August, Jackie started attending Hattie Daniels NC Pre-K program. She fell in love with her teachers. She would come home and tell me all about the fun things she got to do at school. She began to excel and blossom. In September, just a few weeks into the school year, Jackie’s father lost his battle with cancer. His last request was that his daughters would be looked after and cared for. Jackie was crushed by the loss of her beloved father. She still sleeps with his picture under her pillow.


School has been such a blessing to Jackie. It has been a refuge where she can go and talk to her teachers about what’s going on. In her teachers, she has found caring and compassionate adults who will listen and love her. Not a day goes by that she doesn’t run back into the class as we are leaving to give second and third hugs to Ms. Jennifer and Mrs. Gray. Hattie Daniels has nurtured my daughter, given her strength, guidance, as well as a sound education.


At the beginning of this school year Jackie couldn’t say her alphabet or count to twenty. Now she can says her ABC’s, count, write her name, as well as recognize letters and their sounds. She is learning sight words and beginning to read. The progress she has made is amazing. Her teachers have encouraged her to be everything that she can be. Jackie is definitely kindergarten ready thanks to the NC Pre-K Program. The staff of Hattie Daniels has continuously made a difference in the lives of numerous children. Jackie is one of them. 

NC Pre-Kindergarten Program – Frequently Asked Questions

  • How much does NC Pre-K cost?

    Nothing at all! NC Pre-K is a free program that serves children for a full school day (6.5-hour day). However, if you need before and after school care for your child, that care would be separate from NC Pre-K, and you would have to provide payment for that service.

  • Who provides NC Pre-K?

    In Wilson County, NC Pre-K classrooms can be found in both public-school systems, and in select childcare centers. A list can be found by visiting our website https://wilsonpfc.org/

  • My childcare center says they have Pre-K, but they aren’t on your list. How does that work?

    Although many programs may have a class that they refer to as a “Pre-K” class, only approved sites are able to receive funding to provide the free NC Pre-K program. Approved NC Pre-K sites must follow specific state guidelines in relation to class size, teacher education, and the curriculum they use.

  • When will I know if my child has been accepted into NC Pre-K?

    Placements are determined in the late summer and parents are usually notified mid-August. This timeline can vary depending on the number of applications that have to be processed.

  • How do I apply for NC Pre-K?

    You can pick up an application from Wilson County Partnership for Children, you can pick up an application form one of the approved NC Pre-K sites, or you can apply online by visiting https://wilsonpfc.org/. The application must be completed, and you must submit all the required documents that apply to your situation.

  • Who is eligible for NC Pre-K?

    Children who turn 4 years old ON or BEFORE August 31st of the school year and who are deemed “at-risk”. The primary risk-factor is income, but children with developmental/educational needs, some children with chronic health conditions, children with limited English proficiency, and children of military families may also be considered for the program.

  • Who do I call if I have questions about NC Pre-K?

    You can contact an NC Pre-K site directly, or you can call Wilson County Partnership for Children at (252) 206-4235.

  • What happens if my child doesn’t get a spot in NC Pre-K?

    If your child is NC Pre-K eligible but does not get picked up for a spot in an NC Pre-K classroom, his or her name will go onto a waiting list. Throughout the school year, if spots become available Wilson County Partnership for Children will pull children from that waiting list.

  • Do NC Pre-K sites provide transportation?

    None of the NC Pre-K sites provide transportation.

  • When should I apply for NC Pre-K?

    NC Pre-K registration usually begins in February, so be on the lookout for this information.

Child Care Resource and Referral

CCR&R’s (Child Care Resource and Referral) mission is to provide help and materials to assist parents, child care providers and teacher in preparing all children for a successful future, in school as well as in life in general. CCR&R offers services to help improve the quality and accessibility of child care in Wilson County. CCR&R provides technical assistance to child care facilities that help them to maintain and increase their NC Star Ratings. Technical assistance includes helping child care facilities with room arrangements, assessing teacher and child interactions, and providing child care staff consultations and provides workshops and trainings as required by DCDEE. The technical assistance is provided either on site at the facilities, via telephone or within the Wilson County partnership office. CCR&R also provides parenting workshops vie referrals from our local Department of Social Services Office. CCR&R provides basic information for opening a child care facility in Wilson County to persons who are interested in opening a new child care facility, either center of family child care homes. Potential new facility owners will receive a packet of information and flyers to help them get started.

CCR&R helps to build community partnerships that focus on early childhood development, and a support system within the community. CCR&R is the originator of the Kids on The Lawn Festival which is offered each year during the National Week of The Young Child to bring attention to the importance our children are to our future. CCR&R sponsors a Lending Library which is located in our office. The lending library offers services, books, toys, and teacher materials to members. Lending Library Information

The Lending Library is a component of the Child Care Resource & Referral Program at Wilson County Partnership for Children. The Partnership offers a lending library of toys, books, and games. These items are available for check-out on a monthly bases. There is an initial registration fee of $10.00. It must be renewed annually for a renewal fee of $5.00.


Membership allows a member to copy 10 pages per visit, lamination at the rate of $1.00 per foot, Access to computer for internet searched for 2 hrs. intervals and 30 day check out period for loan of any Lending Library items. The lending library items include children’s books, adult Early Childhood ’s books, videos, educational-totes, CD’s, teacher reference materials, and many free handouts, flyers and pamphlets related to child care and children needs.

Childcare Subsidy Information

The Child Care Subsidy Scholarship Program is designed to assist eligible families, residing in Wilson County with childcare financial assistance for children ages birth to five who are not enrolled in a public or private kindergarten program. The Childcare Subsidy Program may also provide a bridge for families that are Division of Child Development and Early Education eligible but, are waiting for an appointment with the Department of Social Services as well as providing temporary emergency care if funding is available. Eligible families are allowed to seek care for their children from any child care facility that has a 4- or 5-stars rated license. However, 3-star licensed child care facilities may be used if no high-quality slots exist convenient to the parents’ location or if using 4- or 5-stars care would disrupt consistency of care for the child. The Child Care Subsidy Scholarship Program is available upon contingent of funds.

Eligibility

  • Eligible families must be working or attending an accredited college or university to obtain a degree.
  • Eligible families must meet income eligibility guidelines and other requirements.
  • Eligible families must have a need for child care.


NOTE: Half-time (50%) care, Three-fourth (75%) care, and Full-time (100%) care are available and are determined by the number of hours the family is employed and/or attending a degree-seeking program at an accredited college/university.

Cost

Eligible families are required to pay ten (10) percent of their gross monthly income for child care cost to the child care provider each month.

How Shape NC Works

Shape NC Healthy Starts for Youth Children. An initiative of Smart Start and BCBSNC Foundation. Funded by the Corporation for National and Community Services is a multi-year initiative created to increase the number of children starting Kindergarten at a healthy weigh and ready to learn.


Working across the Smart Start network. Shape NC helps communities and child care centers develop environments, practices and policies that encourage young children to be healthy.

Dolly Parton Imagination Library

Dolly Parton Imagination Library (DPIL) is a program that gifts FREE BOOKS to ALL children ages birth-five years old every month. It is an initiative that spans throughout the United States and the world. The goal is to deliver high quality, age appropriate books to children in order to foster a love for reading.


Reading helps to improve vocabulary, develop communication skills, stimulate a child’s iniagination, build granm1ar and writing skills …. and the list goes on. Reading to a child is crucial to their development and learning processes. Taking the time to read to your child fosters a bonding time like no other; one that is very important for a child’s emotional health.


This program gives all families the opportunity to be able to nurture their child’s love for reading by providing a book every month until age five.

Parent Education and Support Programs

Wilson Partnership for Children offers a variety of services and resources for families with children ages 0-5. Here you’ll find information about two programs inside of the Parent Education umbrella: Circle Of Parents and The Triple P.

Circle of Parents®

Circle of Parents® vision is a world where all caregivers have the knowledge, skills, and support to raise strong, resilient, and happy children.


Wilson County Partnership for Children offers The Circle of Parents® program which provides a friendly, supportive environment facilitated by trained facilitators, but led by parents and other caregivers. It’s a place where anyone in a parenting role can openly discuss the successes and challenges of raising children and find and share support.


The Circle of Parents group serves parents with children ages birth to 5 and meets weekly in the city of Wilson, NC. This service is free of charge. The group fosters an open exchange of ideas, support, information, and resources. This group serves those parenting children birth to age 5. In addition, child activities, incentives, and refreshments are available at each meeting.

The Triple P

Wilson County Partnership for Children’s mission is to support the development of young children and families in Wilson County, North Carolina. In conjunction with The Positive Parenting Program (Triple P), a parenting and family support system, that is designed to help children realize their potential.

Triple P is designed to be with parents on every step of their journey, providing help and guidance to families when they need it. It aims to create supportive family environments, and to prevent, as well as treat, behavioral and emotional problems in children. Triple P fits the needs of every family in Wilson County, whether they are struggling with temper tantrums or sleeping patterns, parents in conflict with their child or with each other, or have children with additional needs.

Wilson County PFC utilizes the Triple P program to draw on social, cognitive, behavioral, and developmental learning theories, as well as providing research into risk factors associated with the development of social and behavioral problems in children. This program equips parents with the skills and confidence they need to be able to manage any family issue.

Triple P doesn’t tell people how to parent. It gives them simple and practical strategies that they can adapt to their own values, beliefs, and needs. Triple P also recognizes that one size doesn’t fit all – it’s a system that offers increasing levels of support to meet the different needs of parents.
