Smart Start-Request for Proposals Bidding Process
Sealed Request for Proposals will be received by 5:00 p.m. on Wednesday, January 15, 2025, for delivering services described herein for Wilson County Partnership for Children. Open the Request for Proposal Notification for all the instructions and what is expected. Administration of the following programs that are either evidence based, or evidence informed will be considered: CCR&R and Lending Resource Library, Subsidy Administration with family support services, Nutrition and Physical Activity, and Parent Education and Support Services. All applicants must attend a mandatory Bidders (Contractors) Conference prior to completing the application process. The mandatory Bidders (Contractors) Conference will be held on Wednesday, December 4, 2024, at Wilson County Partnership for Children from 10am-12pm. To submit a complete application packet, contractors must be in attendance. Multi-year bidding for on-going services will begin on July 1, 2025, and run through June 30, 2028. Annual budgets ending June 30th of each fiscal year of the proposal period are required.

Smart Start is a comprehensive public-private initiative to help all North Carolina’s children enter school healthy and ready to succeed. Smart Start programs and services provide children under age five access to high-quality and affordable child care, health care, and other critical services.
The Wilson County Partnership for Children is a non-profit organization led by local volunteers, designed to provide Smart Start programs and services for families and children in Wilson, North Carolina.
The Wilson County Partnership for Children envisions a partnership in which the Wilson County community joins hands with families so that every child under the age of five is cared for by loving, competent adults, helped to stay healthy and safe, given opportunities to learn, create, and enjoy life, and enters school prepared to be successful.
